Not Every Norwegian Speaks English?

Personally I have not experienced a situation in which the Norwegian would not speak English, at least at the basic level (perhaps the older generation ...?)

Many Norwegians, with whom I have spoken, said that it is due to Norwegian television, which broadcasts every foreign-language film in the original version (along with Norwegian subtitles).
